A corresponding memorandum of understanding on cooperation in water resources management, irrigation, and the development of sustainable agriculture amidst climate change was signed by the Kazakh National Agrarian Research University, the Kazakh National University of Water Management and Irrigation, and Kabul University. The document was signed during a visit by a Kazakh delegation to Afghanistan, led by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, as reported by the journal Modern Education, citing the press service of the Ministry of Science and Higher Education of the Republic of Kazakhstan.

The center is planned to be established at Kabul University. It will be the first Kazakh-Afghan educational and research institution focused on water resources, irrigation, and sustainable agriculture. This new platform will facilitate the training of specialists, the exchange of knowledge, the conduct of joint research, and the implementation of modern solutions in the water and agricultural sector. Educational programs and scientific support will be provided by Kazakh scientists and experts.
Speaking at the Kazakh-Afghan business forum, Serik Zhumangarin emphasized that Kazakhstan pays special attention to issues of water diplomacy, the rational use of water resources, and the strengthening of regional cooperation in this area.
It is expected that the center will develop as an inter-university research platform, uniting fields such as water security, sustainable agriculture, climate adaptation, environmental monitoring, and food security. This comprehensive approach will allow for the development of practical solutions for the sustainable development of the region.
Kabul University is the oldest and largest state higher education institution in Afghanistan, founded in 1932. The university includes 22 faculties and possesses a broad academic base for interdisciplinary cooperation.
