Kazakhstan and India expand cooperation in training law enforcement personnel

A solemn opening ceremony of double-degree educational programs between the Academy of Governance of the Ministry of Internal Affairs of the Republic of Kazakhstan and the National Forensic Sciences University (NFSU, Gandhinagar, India) took place in Astana. In the current academic year, 20 students were admitted to the master's degree programs, the magazine "Modern Education" reports, citing the press service of the Ministry of Science and Higher Education of the Republic of Kazakhstan.

The event was attended by Acting Minister of Science and Higher Education of the Republic of Kazakhstan Sayasat Nurbek, Acting Minister of Internal Affairs of the Republic of Kazakhstan Yerzhan Sadenov, directors of NFSU campuses Naveen Kumar Chaudhary and Purvi Pokhariyal, as well as Chetan Mukundan, Head of the NFSU Brain Research Laboratory.

The National Forensic Sciences University (NFSU) is a specialized university in India focused on forensic sciences, digital forensics, cybersecurity, and related fields. India possesses significant international experience in applying modern technologies to crime investigation and national security.

The new educational project is aimed at training leaders and specialized professionals for the law enforcement sector, taking into account modern international standards and technological challenges. Special emphasis is placed on competencies in demand amid growing cyber threats, the digitalization of law enforcement, and the active integration of artificial intelligence.

Training is organized in the areas of "Law Enforcement Activity," "Digital Forensics and Information Security," and "Cybersecurity." The programs provide for the in-depth study of digital technologies, modern methods of forensic analysis, IT solutions for law enforcement agencies, as well as management and national security issues.

One of the key advantages of the project is the opportunity to earn a double degree. Graduates who successfully complete the program will receive a state-issued diploma from Kazakhstan and a diploma from the National Forensic Sciences University of India.

The educational process is implemented in an international format. Classes, laboratory research, and project defenses are conducted in English using the ECTS credit system. As part of academic collaboration, students will also have the opportunity to undergo internships at the partner university in India, attend lectures by foreign experts, and exchange practical experience.

«This project is one of the important initiatives that elevates cooperation between Kazakhstan and India in the field of education and science to a new level. These are not merely educational programs. This is a joint academic platform that merges Kazakhstani and Indian educational experience and creates opportunities for mutual exchange between faculty and students», – noted Sayasat Nurbek.

The launch of the programs was the result of consistent work by both countries to develop cooperation in training personnel for the digital and technological transformation of the law enforcement sector. The foundation for the project was laid during bilateral negotiations held in July 2025. At that time, NFSU representatives visited Satbayev University during a working visit and discussed mechanisms for training specialists in digital forensics and cybersecurity for Kazakhstan's law enforcement agencies.

As part of further cooperation, the sides plan to develop joint research projects, academic exchanges, and the training of scientific personnel. Priority areas include digital forensics, cybersecurity, combating cybercrime, and the application of artificial intelligence and modern IT solutions in law enforcement activities.

Thus, the partnership between Kazakhstan and India extends beyond the implementation of individual educational programs, forming a sustainable platform for knowledge sharing, the development of scientific competencies, and the training of a new generation of specialists for the national security system.

The implementation of double-degree programs also contributes to the further internationalization of Kazakhstani higher education, the expansion of academic mobility, and the integration of leading international practices into the national personnel training system.
