Research Institute of Aviation Studies Opens at the Civil Aviation Academy

The Research Institute of Aviation Studies has opened at the Civil Aviation Academy in Almaty. The new institute is designed to bring together the capabilities of domestic science, the aviation industry, and international partners to solve applied scientific and technological tasks in Kazakhstan's civil aviation.


 

The creation of the Institute was a practical step toward building an independent system of aviation research in Kazakhstan and implementing the President's directives on developing domestic aviation science. With the support of the Ministry of Science and Higher Education and the Ministry of Transport of the Republic of Kazakhstan, the organizational and research foundation for the new institute was established at the Academy.


Modern aviation is evolving rapidly. Artificial intelligence, big data, digital twins, unmanned and autonomous systems, new materials, modern safety assurance methods, and sustainable aviation fuel (SAF) are moving from concepts of the distant future into real-world aviation practice. Along with technology, the requirements for specialists and approaches to industry development are also changing.


Therefore, one of the main principles of the new institute's work is scientific cooperation. The Academy does not intend to build a parallel research infrastructure from scratch. Instead, the goal is to unite Kazakhstan’s existing scientific schools, expertise, laboratories, and technological capabilities, directing them toward solving civil aviation tasks.

As part of the opening, the Academy strengthened its cooperation with the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan and specialized research institutes. Speaking at the ceremony, Askar Dzhumadildayev, Vice President of the National Academy of Sciences, emphasized the importance of connecting fundamental science with the industry's practical needs.


"Our mission is to bridge fundamental national science with the practical demands of the industry," noted Askar Dzhumadildayev.

Promising areas of collaboration include artificial intelligence and complex computing, aviation data analysis, research into aviation materials, modern diagnostic and non-destructive testing methods, as well as aviation fuel and sustainable aviation fuel (SAF).

In particular, joint research in artificial intelligence, digital technologies, and aviation data analysis is planned with the Institute of Information and Computational Technologies.


With the Institute of Nuclear Physics, the cooperation will focus on researching aviation materials, diagnosing the technical condition of structures, and applying advanced non-destructive testing methods.



A separate area of research covers aviation fuel and SAF. Here, the expertise of the Institute of Combustion Problems and the D. V. Sokolsky Institute of Fuel, Catalysis, and Electrochemistry will be combined – ranging from studying fuel characteristics and components to analyzing combustion processes and advanced SAF technologies.


At the same time, the network of scientific partners is not limited to existing agreements. As new research and technological challenges arise, the Academy plans to expand cooperation with specialized research organizations in Kazakhstan and international partners. Teams of experts and organizations with the relevant capabilities will be assembled for specific industry challenges.

In this way, the Academy aims to serve as a bridge between the scientific community and civil aviation – translating practical industry problems into specific research tasks and guiding scientific results toward practical implementation.


Daulet Mamekov, Rector of the Civil Aviation Academy, noted that cooperation with scientific organizations must go beyond signing memorandums of understanding.


"We need active scientific cooperation. After signing, the real work must begin: defining concrete tasks, assessing each partner's laboratory capabilities, forming research teams, and preparing the first joint projects," the Rector stated.

According to him, the existence of such projects will serve as a key indicator of how effectively the model works.

In the future, the Civil Aviation Academy, a specialized research institute, a foreign university, and an aviation industry enterprise will be able to work together on a single scientific task. The Academy will provide insight into industry problems and train specialists, research institutes will offer expertise and laboratory facilities, international partners will bring additional scientific and technological experience, and industry enterprises will provide practical problem statements and testing opportunities.


International cooperation holds a special place in this model. One of the first practical outcomes of the Academy's partnership with the Civil Aviation University of China (CAUC) was the creation of a joint research laboratory titled "Safety and Intelligent Technologies in Civil Aviation."

The agreement to establish the laboratory was signed on July 16, 2026, in Shanghai during the working visit of President Kassym-Jomart Tokayev to China. Today, this agreement has taken practical shape with the laboratory's opening at the Academy. It will serve as a platform for joint research, international scientific and technical projects, and the involvement of faculty, researchers, master's students, and PhD candidates in scientific work.


Michael Daniel, Chief Executive Officer and Chairman of the Board of the Aviation Administration of Kazakhstan, highlighted the promise of this approach.

 

"Kazakhstan has every opportunity to become a platform where new solutions are studied, tested, and developed in cooperation with international partners. Kazakhstan holds a strong position in terms of developing aviation regulation," noted Michael Daniel.

According to him, the cooperation between the Civil Aviation Academy of Kazakhstan and the Civil Aviation University of China (CAUC) is a prime example of how international partnership can drive the development of aviation science and technology.

 

"International cooperation allows our organizations to exchange experience, compare different approaches, and jointly tackle challenges that are becoming increasingly global and extending beyond individual countries. Aviation is a multidisciplinary industry, and its continued progress requires combining knowledge and expertise across various scientific and professional fields," emphasized the head of the Aviation Administration of Kazakhstan.

 

The Institute's research agenda encompasses several forward-looking areas: artificial intelligence, machine learning, big data and digital twins, unmanned and autonomous aviation systems, aviation structures and materials, aviation safety and human factors, as well as aviation fuel and SAF.

 

Furthermore, the performance of the institute will be evaluated not only by traditional metrics such as publications, patents, conference participation, international projects, and grant funding. An equally important metric will be the practical impact: how effectively a study resolves a specific industry issue, offers a new methodology or technological solution, and improves the safety and efficiency of aviation processes.
